The theme for the ECER 2008n is posed in the form of a question with a central focus on the relation between teaching and learning. Furthermore it implies a shift from one state to another which suggests that this relation might be considered within a dynamic context. Accordingly EERA anticipates that contributors to the European Conference on Educational Research will find this to be an appropriate and stimulating starting point for thinking creatively about both research and education in a wider context of societal change.

The focus on change within an educational context may be seen, for example, as representing a shift of emphasis in terms of policy making, a shift of power in terms of relations between teachers and learners and/or a shift in practices in terms of teaching and learning. Furthermore such change in formal educational settings may be seen as resulting from the impact of contemporary and emerging technologies, such as wireless technology, mobile devices and social software on expectations of students and on cultures of teaching, learning and assessment. This impact can be seen at a societal, organisational and individual level with consequences for the working practices of students, teachers, researchers, administrators and other workers in educational organisations.

The purpose of this conference is to recapture the original dimensions of rival eighteenth-century visions of the past, present and future problem of European interstate politics. The participants will discuss questions such as: How did eighteenth-century scholars apply the great tradition of natural law to deal with the future of Europe? Which different sources of sociability and commercial morality were taken to be the appropriate means for building up a stable system of economically interconnected nation-states? How did different views of ‘decline’ of dominant states guide the perception of the development of wealth and power in the international realm? How did debates on tax innovation, finance and overseas trade and colonialism represent the main dividing lines within European political thought?

Through asking these questions, traditional historiographical categories like mercantilism and liberalism, and themes like the end of the ancien regime, secularisation and the relation between Enlightenment and Revolution are suspended. They are replaced with a fresh outlook on schemes of cooperative regulation in international affairs (the ‘Concert of Europe’ and ‘Perpetual Peace’) and envisaged mechanisms of the Balance of Power and Armed Neutrality. Thus, the speakers at this conference address the longstanding debate on ‘small states’ and European integration and answers questions about the politics of globalisation. Drawing on a historical-political background that reaches deep into the eighteenth century, they seek to revive traditional perceptions in order to better understand the challenges of present-day European foreign policy and economic development.

The participants will discuss questions such as: How did eighteenth-century scholars apply the great tradition of natural law to deal with the future of Europe? Which different sources of sociability and commercial morality were taken to be the appropriate means for building up a stable system of economically interconnected nation-states? How did different views of ‘decline’ of dominant states guide the perception of the development of wealth and power in the international realm? How did debates on tax innovation, finance and overseas trade and colonialism represent the main dividing lines within European political thought?

Through asking these questions, traditional historiographical categories like mercantilism and liberalism, and themes like the end of the ancièn regime, secularisation and the relation between Enlightenment and Revolution are suspended. They are replaced with a fresh outlook on schemes of cooperative regulation in international affairs (the ‘Concert of Europe’ and ‘Perpetual Peace’) and envisaged mechanisms of the Balance of Power and Armed Neutrality. Thus, the speakers at this conference address the longstanding debate on ‘small states’ and European integration and answers questions about the politics of globalisation. Drawing on a historical-political background that reaches deep into the eighteenth century, they seek to revive traditional perceptions in order to better understand the challenges of present-day European foreign policy and economic development.

    With the recent introduction of UCP 600, the importers, exporters and the banks had to revise their operations on the documentary credits.

    It was found that more than 50% of the documents presented by the importers and exportersto the banks for payment under the letters of credit are rejected on their first presentation.

    It has now become necessary for these importers and exporters to efficiently streamline their
    operation on the documentary credits so as to save time, costs and unwanted litigations.

    Otherwise, the negotiating bank’s ability to pay against documents submitted under a letter of credit depends entirely on the strict compliance of these documents with the terms andconditions of the credit and the provisions of the Uniform Customs and Practice for Documentary Credits.

    It is the aim of this facilitator then to show how a letter of credit is workable, trouble-free and provides the security of payment for which the letter of credit was requested in the firstplace.

    It is essential for the importers and exporters to understand the importance of the bank’s application to open a letter of credit, particularly with relevance to the new UCP 600. Thus working through the various sections of a bank’s application form for opening letter of credit
    will help to reduce discrepancies and related unplanned costs.

    Then, it will be found that more than 70% of documents presented will now be readily accepted on their first presentation.
